With the deepening of reform and opening up and fierce competition in the market economy, trade unions are faced with the tough challenge of enrollment. According to the data from the survey conducted by the All-China Federation of Trade Unions on the Ministry of Education, only about 30% of all types of staff and workers working in schools at various levels are currently development-oriented and the remaining 70% are maintenance-oriented or difficult-type. How to reform education and adapt to the needs of market economy so that the cultivated students can make a marketable move in the talent market is a new issue for every staff and worker school.
