采用文献资料、走访座谈、实地考察和逻辑分析等方法,从市场监督管理学的角度对建立我国高校体育市场监督管理体制的基本原则和模式的构想进行了初步研究。结果表明:建立我国的高校体育市场监督管理体制在处理好政府与市场关系的基础上,必须遵循三个原则,即统一原则、权威原则和高效原则,并兼顾四个因素,即市场特点、国家经济安全需要、改革的进展和市场监管职能作用的界定。在综合考虑我国高校体育市场监督机构设置、隶属关系、权限划分等所要遵循的原则,以及我国高校体育市场现实相关因素基础上。应尽快建立我国高校体育市场监督管理体制,使我国高校体育市场监管体制能有效地促进体育产业的健康发展。
This article makes a preliminary study of the conception of the basic principles and modes of establishing the supervision and management system of college sports market in our country from the perspective of market supervision and management using the method of literature, interview, field investigation and logical analysis. The results show that establishing the supervision and management system of college sports market in our country must follow three principles, namely the principle of unity, the principle of authority and the principle of high efficiency. On the basis of handling the relationship between the government and the market, we must consider four factors: the characteristics of the market, Economic security needs, the progress of reform and the role of market regulatory functions. On the basis of comprehensively considering the principles to be followed in the establishment of supervisory institutions, affiliation, division of powers and so on in colleges and universities in our country, as well as the related factors of the actuality of university sports market in our country. As soon as possible to establish our country college sports market supervision and management system so that our college sports market supervision system can effectively promote the healthy development of the sports industry.
