本文基于西北五省(区)2000—2014年面板数据,研究该区域承接国际、国内产业转移与区域经济差距之间的关系。传导机制上,承接产业转移主要是通过要素注入效应、技术溢出效应、产业结构优化效应、竞争引致效应和就业扩大效应来影响区域间经济差距。实证结果表明:西北五省(区)承接国际、国内产业转移都显著缩小了其与东部地区经济发展差距,当考虑人力资本变量时,发现该区域在承接国际产业转移时,存在人力资本门槛效应,而承接国内产业转移时,人力资本与区域经济差距存在“U”型关系,并在此基础上提出了加大对外开放力度,积极承接国际、国内产业转移,转向以内生驱动发展等政策启示。
Based on panel data from 2000 to 2014 in the five provinces (regions) of the Northwest China, this paper studies the relationship between the international transfer of industries in the region and the regional economic disparity. On the transmission mechanism, undertaking industrial transfer mainly affects the economic disparities among regions through factor injection effects, technology spillover effects, industrial structure optimization effects, competition induced effects and employment expansion effects. The empirical results show that when the five northwestern provinces (regions) undertook international and domestic industrial transfers, their gap with the economic development in the eastern region was significantly reduced. When taking into account the human capital variables, it was found that there was a threshold effect of human capital when the region undertook international industrial transfer However, there is a “U” type relationship between human capital and regional economic disparity when undertaking the transfer of domestic industries. On the basis of this, it is proposed that more efforts be made to open up to the outside world, to actively undertake the transfer of international and domestic industries, and to shift toward endogenous growth.
