前不久,一个企业贴在墙上的内部制度被风刮落掉在地上,三天过去,竟无人动一臂之力,将其拣起来,而是绕着走,不屑一顾。问起缘由,答曰:“与其贴在墙上,不如睡在地上。”我们常听到人们形容形式主义的规章制度是:写在纸上,贴在墙上,讲在嘴上。现在又增加了一个“睡在地上”,可见形式主义的东西,是会使人深恶痛绝的,为此,提以下四点意见,希望不也以形式主义视之。一是在制度制订之前,要深入调查研究,广泛收集有关资料,虚心听取各方意见。二是在制订制度时,要首先考虑可行性,认真分析本企业的实际情况,预计在执行当中可能遇到的新问题、出现的新情况,切忌大话、空话,不切合实际。同时要考虑到不能超越政策界限,统筹兼顾国家、企业和职工个人三者的利益,不能顾此失彼。三是在贯彻制度时,要认真维护制度的严肃性。

Second, in formulating the system, we must first consider the feasibility of a careful analysis of the actual situation of the company. It is expected that new problems and new situations that may arise during the implementation of the company’s implementation should not be jargoned, empty words, and impractical. At the same time, we must consider not stepping beyond the policy boundaries and taking into account the interests of the state, the enterprise, and individual workers. We must not miss out on each other. Third, in implementing the system, we must seriously safeguard the seriousness of the system.
