在企业转换经营机制,参与市场竞争的新形势下,安全生产工作是摆在企业经营者乃至每个职工面前的头等大事。近年来,在改革不断深入,生产规模不断扩大,生产经营不断发展的情况下,安全工作就越来越重要。为此,我厂总结多年来抓安全工作的经验,探索出一条以落实安全生产目标责任制为主要内容的安全生产责任承包和全员的安全责任落实的路子,促进了生产的发展。具体做法是有以下几点。 (1)认真落实安全工作行政领导负责制。安全工作的好坏在很大程度上取决于领导尤其是企业第一把手对安全工作重视与否。领导者不仅从思想上而且在实际行动中重视安全工作,企业安全工作的诸多问题和矛盾就会得到妥善地解决。所以我厂在实行安全生产负责制时明确规定,安全生产是各级行政一把手的第一职责。基于以上的认识,我厂1996年6月进行机构改革,在建立健全生产机构的同时认真抓安全机构建设,重视建立健全安全生产保证体系。厂长与分厂(公司)的第一把手签订安全生产责任承包合同书时将安全指标进行全面承包;完成承包责任与要求的,年终厂部给予承包者一次性物质奖励;没有全面完成承包责任和要求的,不予奖

For this reason, our factory summed up the experience of safety work over the years and explored a way to implement the responsibility of production safety contracting and full responsibility for safety, which is mainly based on the responsibility system of safety production targets, and promoted the development of production. The specific approach is the following points. (1) Conscientiously implement the administrative leadership responsibility system for safety work. The quality of safety depends largely on the leadership, especially the number one leader, attaches importance to safety work. Leaders not only attach importance to safety work both ideologically and in practice, many problems and contradictions in the work of enterprise safety will be properly solved. Therefore, I plant in the implementation of safety responsibility system clearly stipulates that safety at all levels is the number one chief administrative responsibilities. Based on the above understanding, I plant in June 1996 for institutional reform, establish and improve the production organization at the same time seriously grasp the construction of safety agencies, attach importance to establish and improve the safety production assurance system. When the contractor and the branch manager (the company) are the No. 1 leaders, the safety indicators will be contracted comprehensively.
