今年以来,全市各级各部门认真贯彻执行党的十三届三中全会提出的治理整顿和深化改革的方针,积极落实中央、省、市制定的各项增收节支措施,努力克服动乱造成的影响,总的来看,全市经济形势正在朝着好的方向逐步转变。但因生产增长缓慢、经济效益下降和资金紧张等影响,上半年财政收入情况不理想,仅完成13.84亿元,比去年同期下降7.8％。财政为了支持生产,保证粮油收购和支持恢复公用、交通等方面的正常秩序,上半年共退库弥补政策性亏损23488万元,比去年同期增长40.4％。财政支出控制较紧,上半年全市财政支出51121万元,比去年同期下降2.1％。
