为提高水电设计水平,加快水电建设,前不久由水电总局和成都勘测设计院共同主持在成都召开了《水工隧洞设计规范》编修协调会议。参加会议的有设计、科研、院校等15个单位共29名代表。会议首先交流了经验,由清华大学水利系张受天副教授作了关于高速水流问题的报告。水利水电科学研究院结构所张有天工程师作了关于水工隧洞结构计算若干问题的商榷的报告,东北勘测设计院科研所赵长海工程师作了关于预应力混凝土衬砌问题的报告。接着由水利部淮办翁义孟副总工程师介绍了1966年水工隧洞规范的审议意见,成勘院段乐斋工程师
In order to improve the level of hydropower design and speed up the construction of hydropower, the Hydropower and General Administration Bureau and the Chengdu Survey and Design Institute recently presided over the coordinating meeting of the “Design Code for Hydraulic Tunnel Design” coordination meeting in Chengdu. A total of 29 representatives from 15 units of design, research, and college attended the meeting. The meeting first exchanged experiences and a report on the issue of high-speed water flow was given by Associate Professor Zhang Shoutian of the Water Resources Department of Tsinghua University. Zhang Youtian, a member of the Institute of Water Resources and Hydropower Research Institute of Structures, made a report on a number of issues concerning the structural calculation of hydraulic tunnels. Zhao Changhai, a researcher at the Institute of Northeastern Survey and Design Institute, made a report on the prestressed concrete lining. Then, the deputy chief engineer of Huaijiang Weng Yimeng, the Ministry of Water Resources, introduced the deliberation opinions of the 1966 hydraulic tunnel specification, and he was responsible for the review of the hydraulic tunnel specification in 1966.
