本文基于公共池塘资源微观框架,构建公共资源合作的宏观扩展框架,分析央地财政金融关系变化的得失,提出采取顶层设计与地方探索的良性互动和有机结合,整体推进财政—金融一体化改革的政策建议。 Based on the microscopic framework of public pond resources, this paper constructs the macroscopic expansion framework of public resources cooperation, analyzes the gains and losses of the relationship between financial and financial changes in central China, puts forward the benign interaction and organic combination of top-level design and local exploration, and promotes the fiscal-financial integration reform as a whole policy suggestion.
