承包经营责任制在全国尽管已经推行近一年了,而且它给国家、企业和个人所带来的效益也十分明显。但是,围绕着承包经营责任制的争论,却始终没有停息,人们的种种疑虑也没有完全打消。本刊自去年以来陆续介绍了黄石、张家口及邯郸等地市在推行承包经营责任制中好的做法,旨在用事实参加这场论争。当承包经营责任制进入第二个年头的时候,本刊记者采访了某市财政局负责人。该市财政局被企业誉为开明“财神爷”,在深化企业改革中主动出主意、当参谋,为推行承包经营责任制作了大量工作。我们期望新年伊始,这位负责人对承包经营责任制的一番谈话,能有助于进一步提高我们对承包经营责任制这一重大改革措施的认识,有助于打消部分同志的疑虑,把企业改革继续引向深入。 Although the contract responsibility system has been implemented in the country for nearly a year, the benefits it brings to the country, enterprises and individuals are also very obvious.
