自2013年底《能源改革法案》正式通过以来,墨西哥能源改革已全面展开,并取得了一系列最新进展,但也面临诸多问题。墨西哥作为拉美第二大产油国和世界第六大产油国,其能源政策走向关系该国经济社会发展和国际能源格局调整,同时也为中国国际能源合作提供了新的机遇。本文在介绍墨西哥能源改革的基础上,结合改革进展和当前国际形势,分析改革带来的国内国际影响和未来面临的挑战,从而形成对此次改革的系统性观察。
Since the formal adoption of the “Energy Reform Bill” in late 2013, Mexico’s energy reform has been fully carried out and a series of recent developments have been made, but many problems have also been encountered. As the second largest oil producer in Latin America and the sixth largest oil producer in the world, Mexico’s energy policy trend is related to the country’s economic and social development and the adjustment of the international energy pattern. At the same time, Mexico offers new opportunities for China’s international energy cooperation. Based on the introduction of Mexico’s energy reform, this article analyzes the domestic and international impact brought by the reform and the future challenges in light of the progress made in the reform and the current international situation so as to form a systematic observation of the reform.
