政府创造环境，社会发展经济是市场经济健康发展的基本规律。循此规律，各级政府在西部大开发中，不应直接介入和具体组织生产经营活动，而要严密构思、科学规划、灵活协调，千方百计为各种经济成分、各类经济组织参与西部大开发、发展西部经济创造良好的环境，提供有力的保障。
