融合教育是联合国教科文组织在《萨拉曼卡宣言》中提出的教育思想,意指不要把残障儿童孤立于隔离和封闭的教室、学校、交通设施和居住环境之内,主张有特殊需要的儿童能真正地和正常发展的同伴一起参加教育。我国自2017年5月1日起施行的《残疾人教育条例》也明确规定:应积极推进融合教育,根据残疾人的残疾类别和接受能力,采取普通教育方式或特殊教育方式,优先采取普通教育方式。
