随着经济全球化和互联网技术的发展,跨境电子商务已成为中国对外贸易的新增长点,更是促进了我国传统外贸企业转型升级。2012年5月国家发展改革委办公厅下发《关于组织开展国家电子商务示范城市电子商务试点专项的通知》,把跨境电子商务服务作为重点试点领域,并把上海、重庆、杭州、宁波、郑州5个城市作为首批开展跨境电子商务试点城市。截至目前,全国跨境电商进出口试点城市已增加至10个。本文从总体规模、进出口结构和地域分布三个方面研究我国跨境电子商务的发展现状,尤其针对七个试点城市实践情况进行对比分析,通过梳理跨境电子商务整个交易的各个环节,发现问题:产品品牌化“瓶颈”、支付安全、物流、退税结汇和信用纠纷,并提出相应对策。
With the development of economic globalization and Internet technology, cross-border e-commerce has become a new growth point of China’s foreign trade and moreover it has promoted the transformation and upgrading of China’s traditional foreign trade enterprises. In May 2012, the General Office of the National Development and Reform Commission issued the Circular on Organizing the Pilot Project of E-commerce in the National E-commerce Demonstration City and took cross-border e-commerce service as the key pilot area. Shanghai, Chongqing, Hangzhou, Ningbo, Five cities in Zhengzhou as the first batch of cross-border e-commerce pilot cities. Up to now, the number of pilot cities for import and export of cross-border electricity suppliers has increased to 10. This paper studies the current situation of cross-border e-commerce development in China from the aspects of overall scale, import and export structure and geographical distribution. In particular, it compares and analyzes the practices of seven pilot cities. By examining the various aspects of cross-border e-commerce transactions, : Product branding “bottleneck ”, payment security, logistics, tax rebate settlement and credit disputes, and put forward corresponding countermeasures.
