中国是世界上最大的发展中国家。在这样一个人口众多、基础薄弱的国家,如何正确处理发展与安全的关系,没有现成的经验模式可循。改革开放以来,我国国内生产总值从1978年的3650亿元,增长到2015年的67.7万亿元,居世界第二位,国家综合实力和人民生活水平大幅提升。在经济快速发展和社会深刻变革的过程中,我国生产安全的风险明显加大,生产安全事故及致人死亡的数量在上世纪90年代初到2002年的10年里一度持续攀升,最高曾达到一年107万起、死亡近14万人。
China is the largest developing country in the world. There is no ready-made empirical model for how to correctly handle the relationship between development and security in such a populous and weakly-based country. Since the reform and opening up, China’s GDP has risen from 365 billion yuan in 1978 to 67.7 trillion yuan in 2015, ranking second in the world. The overall national strength and living standard of the people have risen sharply. In the course of rapid economic development and profound social changes, the risks of China’s production safety have been significantly increased. The number of production safety accidents and deaths has been rising steadily during the 10 years from the early 1990s to 2002, reaching a maximum of 1,070,000 a year, nearly 140,000 people died.
