公共政策的目的就是实现公共利益,我们在强调公共政策合法化过程中有序引入公民参与是十分必要的。在决策过程中由于政府公开的信息量有限,信息公开的效果并不理想。本文从政府、公民、第三部门之间的联系入手,讨论如何通过各种措施改进和完善我国公共政策决策的沟通机制,从而使公民通过与政府、第三部门间的双向互动实现对公共政策决策的有效参与。
The purpose of public policy is to realize the public interest. It is very necessary for us to introduce citizens’ participation orderly in the process of emphasizing the legitimacy of public policies. In the decision-making process due to the limited amount of open government information, the effect of information disclosure is not satisfactory.
