苏联解体以后,导致新成立的各中亚共和国的许多水坝和农业基础设施开始遭受重大问题。经费不足及缺乏维修,使吉尔吉斯斯坦的大部分灌溉系统、水坝及其配套设施老化,导致农产品产量及收入大幅度下降,对当地居民造成严重的社会和经济影响,并带来环境和生态问题。为此,吉尔吉斯斯坦共和国政府为其灌溉系统及蓄水水库启动了一项长期的灌溉修复项目,并得到了世界银行的资金支持。
After the collapse of the Soviet Union, many of the dams and agricultural infrastructure in the newly created Central Asian republics began to suffer major problems. Underfunding and lack of maintenance have led to the aging of most of the irrigation systems, dams and their ancillary facilities in Kyrgyzstan, resulting in a sharp decline in the output and income of agricultural products, causing serious social and economic impact on the population and causing environmental and ecological problems. To this end, the Government of the Kyrgyz Republic has initiated a long-term irrigation rehabilitation project for its irrigation system and reservoirs and received financial support from the World Bank.
