(一)完善地方财政包干制度和企业承包制度,改变经济工作考核标准和方法。经济过热、供需总量失衡、消费资金增加,这与地方财政包干制和企业承包制不完善有直接关系。1988年全国39个省、直辖市、计划单列市,除广州、西安仍与省联系外,其余37个都实行财政包干。包干办法多达6种,各省、市与中央财政分成的比例参差不齐。要形成有效的利益调整机制,必须改变考核内容和方法,制定新的考核标准,使整体效益、综合评估指标与政府、企业直接挂钩。

Economic overheating, unbalanced supply and demand, increased spending of funds, which is directly related to the local financial contract system and imperfect enterprise contract system. In 1988, 39 provinces, municipalities directly under the Central Government and separate cities under planning except for Guangzhou and Xi’an remained in contact with the province, and the remaining 37 all implemented fiscal contracts. As many as six kinds of ways to do the same, various provinces, municipalities and the central government divided into different proportions. To form an effective interest adjustment mechanism, we must change the contents and methods of assessment, and formulate new assessment standards so that the overall benefits and comprehensive assessment indicators are directly linked with the government and enterprises.
