基本药物是基本医疗卫生的八个组成部分之一,对保障医疗服务的公平性和福利性有重要意义。印度德里邦对基本药物制度进行了积极探索,并取得了较大成就,主要包括适宜的组织系统、政府的不懈努力和技术力量的广泛参与。2011年是我国基本药物制度全面铺开的一年,在充分借鉴德里模式的前提下,制定了我国在新医药卫生体制改革时期的基本药物制度。本文从合理选择药物、价格可承受、药物筹资可持续、供应体系可靠四个方面与德里模式相比较,认为我国的基本药物制度政策制定的总体方向正确,但应尽快建立基本药物生产、购买、定价、补偿及使用的配套政策,发挥政策的联动效应,并加强政策的执行力度。
Essential medicines are one of the eight components of basic health care, which are of great significance for ensuring the fairness and welfare of medical services. India’s Delhi State actively explored the system of essential medicines and made great achievements, including appropriate organizational systems, unremitting efforts by the government and extensive participation of technical forces. 2011 is the year when the basic medicine system in our country is fully launched. Under the premise of fully borrowing from the Delhi model, we have formulated the basic drug system in our country during the reform of the new medical and health system. This article compares the Delhi model with the reasonable selection of medicines, affordable prices, sustainable drug financing, and reliable supply system. It considers that the general direction of policy making for our country’s basic drug system is correct. However, we should establish the basic medicines production, purchase, Pricing, compensation and use of supporting policies to play the linkage effect of the policy, and strengthen the implementation of the policy.
