文献信息成为特殊的生产要素之时才是经济增长方式根本转变之日。本市作为美国里士满市的姊妹市，不能长期置于ＩＮＴＥＲＮＥＴ网外。目前至少也应提出本市文献信息传递网络化的初步设想，争取在“九五”期间或不迟于２０１０年能够立项。只有这样才能消除行政区划对于信息资源共建共享的障碍，从而加大我市的开放力度

As a sister city of Richmond, the city can not stay outside INTERNET for a long time. At the very least, we should also put forward the initial tentative plan for the network transmission of documentary information in this Municipality so as to make it possible to initiate the project during the Ninth Five-year Plan or by 2010. Only in this way can we remove the barriers to co-construction and sharing of information resources by administrative divisions, so as to increase the openness of our city
