本文在分析委内瑞拉石油资源、投资政策及其境内外国石油公司的基础上,对中国石油公司投资委内瑞拉的动因、模式及其效应进行了研究,并探讨了面临的风险。中国石油公司通过直接投资创建相互投资,延伸合作的产业链,最终实现上、中、下游一体化合作的模式,该模式以绿地新建为主,兼有收购,还具有渐进性、创新合作模式、合资等特点,实现了战略目标和创造了经济效益,是“走出去”与“引进来”相结合的成功典范。
Based on the analysis of Venezuelan oil resources, investment policies and domestic and foreign oil companies, this paper studies the motivation, mode and effect of Chinese oil companies investing in Venezuela and discusses the risks they face. Through direct investment, PetroChina has established a mutual investment and extended industrial chain to eventually realize the integrated mode of cooperation in the upstream, middle and downstream areas. This model mainly focuses on new greenfields and acquisitions as well as a gradual and innovative mode of cooperation. Joint venture and other characteristics, to achieve the strategic objectives and create economic benefits, is a successful example of “going out” and “bringing in”.
