The rapid development of hi-tech health technologies and the limited availability of resources for health care systems inevitably determine the prioritization or quantitative allocation of health technologies. The Israel National Health Insurance Law, promulgated in 995, stipulated a list of basic health services. Health services were provided to all residents by public funds. Despite some parameters such as long life expectancy and low infant mortality, Israel’s health care system has reached a high standard in health care, but the social and professional needs for high technology have been increasing. It was not until the financial year of 1999 that the Medical Technology Management Center of the Ministry of Health recommended a new technology list to be added to the list of health services. The fiscal year allocated $3.5 million for this purpose, but a rough estimate found that the cost of adding these important new technologies to the health service catalog exceeded $350 million. The Medical Technology Management Center has adopted a systematic approach to health technology assessment – setting up an AD-HOC team to evaluate the clinical safety, efficacy, and effectiveness of new technologies, and to conduct needs assessments and cost-effectiveness descriptions. Data evaluation is based on evidence-based medicine. A set of standards was established to determine the priorities of the new technologies being evaluated. To this extent, a list of technologies recommended for inclusion in the health service catalog was formed. The Ministry of Health appoints a public committee to determine which technologies are to be included in the health services directory, which consists of representatives from the government, the sickness fund and the public. The committee evaluates each technology based on the above analysis and predetermined criteria, taking into consideration clinical, economic, social, ethical and legal considerations.
