医疗服务的价格合理与否,直接关系到卫生事业的发展,也是关系到社会安定和经济发展的大事。为此,卫生部于1997年10月6—9日在天津召开了“医疗服务收费改革与管理座谈会”。曹荣桂副部长、刘新明司长及医政司、国家计委有关领导亲自参加了会议,上海医科大学、山东医科大学、卫生部卫生经济研究所有关专家也应邀到会,北京、天津、浙江、广东、山东、云南、宁夏、江苏、安徽等省市卫生厅有关人员参加了会议并介绍了各自的改革情况。会议根据《中共中央、国务院关于卫生改革与发展的决定》提出的“要区别卫生服务性质,实行不同的作价原则”的精神。就基本医疗服务、非基本医疗服务、特殊医疗服务的界定进行了深入的探讨,并作了原则界定。根据上述三类服务界定原则,提出各地在确定医疗服务价格时,对不同性质的收费项目,实行不同的作价原则和价格管理形式。
Whether the price of medical services is reasonable or not is directly related to the development of the health industry, and it is also a major issue related to social stability and economic development. To this end, the Ministry of Health held the “Health Service Charge Reform and Management Symposium” in Tianjin on October 6-9, 1997. Vice Minister Cao Ronggui, Director Liu Xinming, and the Department of Medical Affairs and related leaders of the State Development Planning Commission attended the meeting personally. Experts from the Shanghai Medical University, Shandong Medical University, and the Health Economic Research Institute of the Ministry of Health were also invited to attend the meeting. Beijing, Tianjin, Zhejiang, Guangdong, People from the Health Departments of Shandong, Yunnan, Ningxia, Jiangsu, and Anhui attended the meeting and introduced their respective reforms. According to the “Decision of the CPC Central Committee and the State Council on Health Reform and Development”, the meeting proposed the spirit of “differentiating the nature of health services and implementing different pricing principles.” The definition of basic medical services, non-basic medical services and special medical services was thoroughly discussed and defined in principle. Based on the above three types of service definition principles, it is proposed that different localities determine the price of medical services and adopt different pricing principles and price management forms for different types of charging items.
