华新水泥股份有限公司是1993年由原国家建材行业大型骨干企业华新水泥厂经股份制改造而成的上市公司,资产总额达21亿元,年水泥总产量达350万吨,所产“堡垒牌”水泥自1979年起蝉联国家质量金奖,产品遍销全国各地,多项国家重大建设工程都使用该产品。但是,随着市场经济体制的确立和发展,企业原来的管理体制受到了极大的冲击,尤其是产品成本较高,价格竞争力较弱直接威胁着企业的生存。为此,我们借鉴东钢、邯钢和亚星经验,结合企业实际,积极探索适合自身特点的管理方法,从目标管理入手,建立了管理、监督、评价三位一体的采购管理模式,取得
Huaxin Cement Co., Ltd. is a listed company transformed from a joint-stock system of Huaxin Cement Plant, a major national building materials industry company, in 1993. Its total assets amounted to 2.1 billion yuan, and its annual cement output reached 3.5 million tons. "Cement has been awarded the National Quality Gold Medal since 1979, and its products are sold all over the country, and many major national construction projects use this product. However, with the establishment and development of the market economy system, the original management system of the company has been greatly impacted. In particular, higher product costs and weaker price competitiveness directly threaten the survival of the company. To this end, we learn from the experience of Dong Steel, Handan Iron and Yaxing, and combine with the actual conditions of the company to actively explore management methods suited to our own characteristics. Starting from the objective management, we have established a three-in-one purchasing management model for management, supervision and evaluation.
