葛起明(1927-)，男，浙江宁波人,中国共产党党员，高级工程师，国家特许注册城市规划师，1952年毕业于同济大学首届城市规划专业，1952年～1958年在国家计委、国家建委城市建设局工作，1960年起曾任浙江省建委巡视员，浙江省城市建设局副局长兼浙江省城乡规划设计研究院院长等职，1984年起任浙江省城乡建设厅巡视员，1989年离休。此外，还担任过《城市规划汇刊》副主编、城市规划学术委员会主任委员、杭州大学兼职教授等，现为中国城市规划学会资深会员，并任金经昌城市规划教育基金会副理事长等职。
Geqi Ming (1927-), male, Zhejiang Ningbo, CPC member, senior engineer, registered national urban planners, graduated from Tongji University in 1952 the first urban planning professional, 1952 ~ 1958 in the State Planning Commission, the State Construction Commission city Construction Bureau, since 1960, he served as inspector of Zhejiang Provincial Construction Committee, deputy director of Zhejiang Provincial Urban Construction Bureau and director of urban and rural planning and Design Institute of Zhejiang Province and other staff, since 1984, Zhejiang Province Urban and Rural Construction Department inspector, retired in 1989 . In addition, he has also served as associate editor of Urban Planning Review, chairman of Urban Planning Academic Committee and part-time professor of Hangzhou University. Now he is a senior member of China Society of Urban Planning and holds the post of vice chairman of Jin Jingchang Urban Planning Education Foundation.
