医疗体制改革的初衷是好的。医改尽管不尽如人意,但卫生部门无愧于心。卫生部门在保障人民健康方面已尽了最大努力。在市场经济的冲击下,各级政府对医疗体制改革照搬了企业经济体制改革的方法。一些地方政府的决策者为了减轻、推卸财政负担,对公立医院逐年减少经费,直至断奶;有的地方政府把国有事业单位医院向股份化、私有化方向改制,甚至一卖了之。而卫生部门对医院一无财权,二无人权,三无基建权,仅有业务指导权和上述三权的建议权。在这种情况下,决策者只能是各级地方政府,哪个卫生部门也起不到决策作用。医疗是具有很强公共产品属性的行业,但是在一些地方政府的主导下,衡量医改成败的
