征信促进了信用交易的发展,但是企业和消费者不愿意对本应属于自己所有的信用信息失去控制的权利。征信立法应当在满足社会公众知情权与保护国家秘密、商业秘密与个人隐私之间作出平衡,对惩罚失信者作出合理的制度安排,以消除人们对征信的挑战和质疑。
Credit information promotes the development of credit transactions, but businesses and consumers are reluctant to lose control of credit information that should be owned by them. The credit information legislation should strike a balance between satisfying the public’s right to information and protecting state secrets, trade secrets and personal privacy, and make reasonable institutional arrangements for punishing the dishonest in order to eliminate the challenge and questioning people’s credit.
