This article starts from the example of Kazakhstan and examines the differences of a series of decisions made by individual countries in utilizing foreign investment through institutional competition. It focuses mainly on the contradictions between political biases and the effects of political survival, which are precisely the driving forces behind the development and implementation of the formal economic system. The example of Kazakhstan shows how the relative importance of the two changes has had a significant impact on foreign direct investment (FDI) in the country. In addition, this article also focuses on the relative importance of various levels in institutional competition under the background of economic globalization.
