城市道路属于拥挤性公共产品,客观造成了机动车用户出行决策个体化与出行成本非独立性之间的矛盾。文章通过对交通拥挤收费的经济学分析,阐述了城市交通拥挤收费是解决城市道路交通拥挤可选的有效手段。
Urban roads are crowded public goods, objectively causing contradictions between the individual decision-making of motor vehicle users’ travel decisions and the non-independence of travel costs. Through the economic analysis of traffic congestion charging, the paper expounds that urban traffic congestion charging is an effective means to solve the traffic congestion in urban roads.
