随着市场经济的深入,行政事业单位面临着复杂的工作环境。行政事业单位建立和实施内部控制,是党的十八届四中全会提出的明确要求,是推进政府治理现代化的应有之义。然而,在新时期背景下,行政事业单位构建内部控制体系中存在一些问题,对行政事业单位有着不良影响。为此,有关人员有必要对内控体系构建存在的问题进行分析,并制定合理的完善建议。本文主要论述了新时期条件下,行政事业单位构建内控体系的重要性及存在问题,并提出了健全内控体系的建议。
With the deepening of market economy, administrative institutions are faced with complex working environment. The establishment and implementation of internal controls by administrative units is a clear request put forward by the Fourth Plenary Session of the 18th CPC Central Committee and is the proper meaning of promoting the government’s governance of modernization. However, in the new era background, there are some problems in the construction of internal control system by administrative units, which have an adverse effect on administrative units. Therefore, it is necessary for the personnel concerned to analyze the existing problems in the construction of the internal control system and formulate reasonable suggestions for improvement. This article mainly discusses the importance and problems existing in the establishment of internal control system by administrative units under the condition of new period and puts forward some suggestions on how to perfect internal control system.
