第一章总则第一条为了加强和改善党对普通高等学校(以下简称高等学校)的领导,加强高等学校党的建设,办好有中国特色的社会主义大学,根据《中国共产党章程》和高等学校的实际情况,制定本条例。第二条高等学校的党组织必须以马列主义、毛泽东思想和邓小平建设有中国特色社会主义理论为指导,全面贯彻执行党的基本路线和教育方针,坚持教育必须为社会主义现代化建设服务,必须与生产劳动相结合,培养德、智、体等方面全面发展的社会主义事业的建设者和接班人。第三条高等学校实行党委领导下的校长负责制。校党委统一领导学校工作,支持校长按照《中华人民共和国教育法》的规定,积极主动、独立负责地开展工作,保证教学、科研、行政管理等各项任务的完成。
