根据黄河多沙,下游河道淤积抬升严重,上中游水土保持不可能在短期内大面积生效等情况,提出除当前准备进行的第四期复堤工程以外,在近三五十年内,还要修建小浪底、龙门、军渡(或碛口)三大水库,为下游减洪减沙。与此同时加速下游河道整治,束窄河槽,并通过水库的调水调沙,下游河道束水攻沙,促使河槽刷深,变地上河为地下河。作者认为,只要坚持水土保持,一百年后,黄河上中游的来沙量可望再度减少,下游河道即可得到根治。
