工程外包就是通过对电力企业的内部价值链进行分析,找出那些创造价值较低的业务,外包给一些专业化较强的企业,而将资源集中于自身优势业务领域。工程外包有利于电力企业构筑核心竞争力,获取市场竞争中的优势地位。但同时也要看到,在电力建设工程外包中,由于外包队伍在技术素质、业务水平、安全管理方面参差不齐,造成近年来外包工程违章严重、事故多发的现象。笔者根据多年安全管理经验,提出针对专业化分包商的安全管理模式,即问题分析—策略制
Engineering outsourcing is through the power company’s internal value chain analysis to identify those who create lower-value business, outsourcing to some of the more specialized companies, and resources will be concentrated in their own business areas of dominance. Engineering outsourcing is conducive to power companies to build their core competitiveness, access to market competition in the dominant position. At the same time, we must also observe that in outsourcing of power construction projects, outsourcing teams are uneven in terms of technical quality, professional level and safety management, resulting in serious violations of laws and regulations and frequent accidents in outsourcing projects in recent years.
