On November 17 Shanghai People’s Procuratorate announced the order of arresting Tao Xiaoxing, former head of the Shanghai Municipal Housing Support and Building Administration Bureau. A fortnight ago, Tao Xiaoxing was detained due to corruption.
The primary investigation showed that Tao made use his rights in approving land use to accept bribes from companies and individuals, which severely damaged the relevant laws and regulations.
It was reported that Tao Xiaoxing’s case was related with the property project named Jingdi Garden. Many government officials bought houses with great discount at this project. It is said that Tao’s contracted the construction to his relative’s company.
Tao was also said to be related with the fallen building in Minhang District which was built and managed by his brother’s company.
Tao was born in 1951 and once served in the Songjiang County, Shanghai from 1992 to 1998. In July 1998, he was appointed deputy head of the shanghai Municipal Housing Administration Bureau and Shanghai Municipal Housing and Land Resources Administration Bureau.

He was the third official from the Shanghai Municipal Housing Support and Building Administration Bureau falling for corruption. His colleague Yin Guoyuan was sentenced to death with a two-year reprieve in 2008 due to bribery and malpractice.
