随着《公务员法》在2006年1月1日实施,我国的公务员制度具体内容通过法律的形式加以体系化、明确化、具体化。公务员制度推行的实践,体现了渐进式改革的特点。但是还应看到我国的公务员制度改革到今天还是存在很多的问题。政府惟有创新自己的组织结构、运行方式、工作行为才能有效回应这种挑战。
With the implementation of the “Law on Civil Servants” on January 1, 2006, the specific content of China’s civil servant system has been systematized, clarified and substantiated through the form of law. The implementation of the civil service system embodies the characteristics of gradual reform. However, we should also see that there are still many problems in our country’s civil service system reform today. Only by innovating their own organizational structure, operating modes and working behaviors can the government effectively respond to such challenges.
