本文依据卫生防疫工作的特性提出了目标管理过程中作为参与者与领导者的副职的基本职能与工作的基准点:原则、制度、人才,进而运用量、质转化的哲学原理,从度的科学位、客观性探讨把握度的三大关键:关节点、度之量以及方法手段的灵活应用,同时提出了整体协调的两大方面:内部人际关系、外部社会环境;三大内容:(1)站长与科室桥梁作用;(2)上级与基层的协调;(3)相关社会部门的沟通,从而摆正副职位置,把握各项实践活动尺度,发挥桥梁协调作用,在目标管理过程中,当好配角。
