8 Transportation Planning Between 1982 and 1999, the share of bicycle traffic in the city increased from 15% to 28%. The share of bus traffic in the city increased from 11% to 18% while that of private cars dropped from 38% to 30%. Compared with other major cities in Germany, Freiburg has the lowest share of private cars, with an average of 423 cars per 1,000 people. The United States averaged 850 vehicles per 1,000 people, all thanks to the green-traffic-oriented transport plan in Freiburg.
