国际原子能机构于1995年建立了非法贩运数据库(ITDB),记录脱离监管控制的核及其他放射性材料所有事件。同时,ITDB还是国际原子能机构关于核及其他放射性材料非法贩运及其他未经许可行为等事件的一个信息系统,涉及国际原子能机构规约规定的所有类型的核材料(即铀、钚和钍)以及各种天然与人造放射性同位素和受到放射性污染的材料(例如废金属)。截至2012年12月31日,ITDB的120个成员国和一些非参与国一共向该数据库报告了总计2331起已得到确认的涉及核及其他放射性材料
The International Atomic Energy Agency (IAEA) established the Illegal Trafficking Database (ITDB) in 1995 to record all incidents of nuclear and other radioactive material that are out of regulatory control. At the same time, the ITDB is an information system of the International Atomic Energy Agency on events such as illegal traffic in nuclear and other radioactive material and other unauthorized acts, involving all types of nuclear material (ie, uranium, plutonium and thorium) as stipulated in the Statute of the International Atomic Energy Agency Natural and synthetic radioisotopes and radioactively contaminated materials (eg scrap metal). As of 31 December 2012, a total of 2331 confirmed cases of nuclear and other radioactive material were reported to the database by the 120 Member States of ITDB and a number of non-participating countries
