“人力资源”一词是彼得·德鲁克1954年在《管理的实践》一书中首次提出的。在全球化的知识经济时代,人力资源被视为是第一资源,也就是说人才的竞争实质上是人才制度和人力资源开发水平的竞争。21世纪以来,随着人类社会高新技术的突飞猛进,中国公共部门的人力资源也不断发展,公共部门的人力资源在其开发过程中也具有其独特的性质。努力创建具有中国特色的公共部门人力资源管理模式,有效推进我国公共部门人力资源开发。
The term “human resources” was first introduced by Peter Drucker in The Practice of Management in 1954. In the era of a globalized knowledge-based economy, human resources are regarded as the primary resources. That is to say, the competition for talent is essentially the competition between the talent system and the level of human resource development. Since the 21st century, with the rapid advancement of high-tech in human society, the human resources in the public sector of China have also been continuously developed. The human resources in the public sector also have their own unique characteristics in the development process. Strive to create a public sector human resources management model with Chinese characteristics and effectively promote the development of human resources in the public sector in our country.
