国企改革一直是我国经济体制改革的中心环节或重要能成部分,但很少有文献以制度环境变迁为背景对国有企业主动适应环境变化的转型成长过程进行研究。本文以制度环境变迁为背景,首先从微观层面对辽宁国企转型成长的路径进行了深入分析,发现1978年以来辽宁国企改革顺序经历了观念转型、制度转型和结构转型三个阶段;然后基于组织转型理论,指出在建立成熟社会主义市场经济体制和全面深化国企改革的新时期,辽宁国有企业转型成长的重点是战略转型,并从经营理念、企业使命和组织结构等方面提出相应的微观对策。
The reform of state-owned enterprises has always been the central part or an important part of the economic system reform in our country. However, there are few studies on the process of the transformation and growth of state-owned enterprises taking the initiative to adapt to environmental changes under the background of institutional environment changes. This paper, based on the background of institutional environment change, firstly analyzes in depth the path of the transformation and growth of state-owned enterprises in Liaoning at the micro level and finds that the order of reform of state-owned enterprises in Liaoning has undergone three stages of concept transformation, institutional transformation and structural transformation since 1978. Based on organizational transformation Theory points out that in establishing a mature socialist market economic system and deepening the reform of state-owned enterprises in an all-round way, the focus of the transformation and growth of state-owned enterprises in Liaoning is strategic transformation. Relevant micro-measures are put forward from the aspects of business philosophy, corporate mission and organizational structure.
