随着社会主义市场经济体制的逐步建立,对完善社会保障体系的要求越来越迫切,对社保工作队伍整体素质的要求也越来越高。笔者最近对某市社保经办机构人员情况的调查表明,目前社会保险经办机构在人员素质、组织管理、培训教育、人事制度改革等诸多方面,都还存在着与新形势、新任务不相适应的问题,突出表现在以下几个方面: 一是工作人员文化程度不高。以某市为例,直接从事社保工作的现有人员中,大专以上文化的占20%,高中占67.1%,初中占12.9%。个别工作人员连一般的工作分析调研报告都
With the gradual establishment of a socialist market economic system, the requirements for improving the social security system are becoming more and more urgent, and the requirements for the overall quality of social security work teams are also getting higher and higher.
