赣南地方煤矿1987年下半年开始实行的承包责任制,使煤炭企业取得了显著的经济效益。但在运行中,其自身的不完善性也日益显露出来,主要有以下几方面的问题。1.“以包代管”现象较普遍。一些单位把承包作为企业改革的目标模式和主要手段,认为承包是治愈企业百病的良药,以承包代替管理,以经济手段代替思想政治工作,因而放松了基层党组织的建设,弱化了对职工的教育和技术培训。结果造成一些企业党组织涣散、职工的主人翁意识淡化,金钱雇佣思想和腐败作风抬头,企业管理基础工作滞后。
