1993年10月1日《国家公务员暂行条例》正式颁布,标志着我国公务员制度已步入实施阶段。随后,人事部下发了《国家公务员辞职辞退暂行规定》和《国家公务员被辞退后有关问题的暂行办法》,使辞职辞退制度进一步完善。对于哪些不愿在机关干的,允许个人辞职;对于哪些不干事,不尽职,一个人不干影响一大片的,小病大养、小错常犯的,可以通过辞退渠道请出机关队伍。通过辞职辞退制度的推行,可以进一步加强公务员队伍的思想作风、组织纪律和廉政勤政建设,可以改变公务员队伍长期存在
