屡有这种情况:上级刚布置一项任 务,很快便有单位在“第一时间”上报经验 做法。这些落实“成果”要么被电文转发, 要么见报宣扬,至少到领导眼前晃一晃, 案头放一放,小小风光一番。对这种立 “竿”见“影”的“成果”,笔者不敢苟同。 事物发展都是有规律和循序渐进 的,违反客观规律的立竿见影近乎捕风 捉影,不现实也不可信。须知,部署一项 工作,贯彻上级指示,推广先进经验,都 有一个过程,许多还要经过专门的传达 布置,宣传发动,试点探索,具体实施,最 后才总结。总结的也未必都是行之有效 的经验成果。否则,要么是糊弄上级的胡 编乱造,要么是贻害别人的虚假经验。这 种为争彩头不实事求是的做法是不妥 的。不过话又说回来,被“蒙”的上级机关 对此也负有责任。因为下边抢报的情况, 水平更高的机关不能看不出破绽。其实 有的情况分明就是机关默许下边报的, 而机关收集的情况,又在“第一时间”报 Many times this situation: the superior has just arranged a task, and soon there are units in the “first time” reporting experience.
