1993年以来,宁夏回族自治区各地群体性治安问题明显增多。据不完全统计,1993年全区共发生群体性治安事件68起,1994年1—10月,全区又发生群体性治安事件105起,比上年全年增加54.4％。这些群体性治安事件由不同原因引起,表现形式也多种多样。有的因对国家重点工程建设或城乡建设征地、用工不满而聚众阻挠施工;有的因企业经营中的问题引起收入下降而聚众上访请愿,围攻企业领导人;
Since 1993, the issue of mass law and order in various parts of Ningxia Hui Autonomous Region has obviously increased. According to incomplete statistics, a total of 68 mass incidents of public security broke out in 1993 in the whole district. From January to October 1994, 105 mass incidents of public security broke out in the district, an increase of 54.4% over the previous year. These groups of public security incidents caused by different reasons, manifestations are also varied. Some of them, due to dissatisfaction with employment and expropriation of land due to land requisition and urban construction, have been obstructing their construction. Some have petitions appealing for public petitions and besieging the leaders of enterprises due to the drop in income caused by the problems in the operation of enterprises.
