琅威理,1843年1月19日生于英国,14岁入皇家海军学校学习,16岁入海军实习,以后一直在英国海军服役,是一个经验丰富的海军将领。1863年他随“李泰国——阿思本舰队”首次来华,后又多次护送炮舰前往中国,颇得郭嵩焘、丁日昌等人的赞赏。曾纪泽以“诚实和平,堪以留用”将他推荐给李鸿章,恰好琅威理护送“镇东”、“镇西”、“镇南”、“镇北”四艘炮舰到天津,李鸿章同他多次晤谈,甚为满意,于是当面延聘。1883年3月,琅威理以副提督等衔负责北洋海军的组织、操演、教育和训练。
