公共事务管理教育为美国于1970年代因应社会开放、多元发展之转型,以企业管理教育之经验为基础,并以科际整合与量化分析方法为主要特色,以关注及探讨各种公共课题。两岸在现代化发展历程中分别经历大陆的改革开放与台湾的解除戒严等变迁,公民文化的私公转移是两岸共同面临的重大考验,成为发展MPA教育之主要积极意义。本文试以公共事务管理架构(PAM)及社会发展矩阵(SDM)说明对应民情文化与发展阶段的MPA教育。台湾MPA教育于1970年自美引进,1990年范式转型迄今,终于2007年成为高等教育评鉴的最新学科,确立了在台湾高等教育之定位。大陆自1999年积极启动MPA教育,迄今已有101个硕士点,200多个公共管理学院。台湾预期2008年大选后的两岸政策将逐步开放,经济外之社会、政府等经验交流将愈见频繁,而MPA教育的发展经验及互惠合作当是其中关键且主要之面向。
The public affairs management education is based on the experiences of the United States in the 1970s in response to the opening up of the society and the diversified development and the experience of enterprise management and education. It also focuses on inter-disciplinary integration and quantitative analysis, focusing on various public topics. The two sides of the Strait experienced the vicissitudes of their reform and opening up and the lifting of the martial law in Taiwan in the course of their modernization. The transfer of private citizenship is a major test both sides of the Taiwan Strait is facing and has become the major positive significance for the development of MPA education. This paper illustrates the MPA education that corresponds to the culture and stage of development of the popular culture based on the Public Affairs Management Structure (PAM) and the Social Development Matrix (SDM). Taiwan’s MPA education was introduced from the United States in 1970, and so far the paradigm shift in 1990 has finally become the newest discipline in higher education evaluation in 2007, setting the position of higher education in Taiwan. Since 1999, MPA education has been actively launched in China. To date, there have been 101 master’s programs and more than 200 public administration institutes. Taiwan expects gradual liberalization of its cross-Strait policy after the 2008 general election and more frequent exchanges of social, governmental and other experience outside the economy. However, the development experience and mutually beneficial cooperation in MPA education should be the key and major aspects of the cross-Strait policy.
