一场改革直接关系北京二级医院的未来命运。北京出台的《关于加快发展社区卫生服务的意见》指出,现有二级医院逐步向社区卫生服务中心、特色专科医院及以老年病、慢性病康复治疗为主的医院转型,部分综合实力较强者可发展为区域医疗中心。最后期限是2008年6月底。这场变革引起行业震动。当政者决心很大,行政和市场手段并用。在这些倾斜性利好政策里,二级医院成为被遗忘的角落。122家二级医院,该何处何从?是走北京第二医院的老年医院路线,还是向垂杨柳医院区域医疗中心靠拢?他们的路线各自提供了两种截然不同的生存之道,值得借鉴。上海展开类似的二级医院转型曾信心十足,运作三年后至今还在半途,并警告同行“勿轻举妄动”。究其根本,实则因存在根源性的阻碍。

Shanghai has been confident in the transformation of similar secondary hospitals. It is still halfway after three years of operation and warns its counterparts not to act rashly. The fundamental reason is that there are fundamental obstacles.
