在工程建设期间由于物价涨幅过大,或国家有关政策规定变动,或工程建设期中遇到不可抗拒的自然灾害及设计上有重大修改时要进行的工程概算调整。在调概工作中,应本着实事求是、合理合法的原则,工程量的调整要有监理、业主、设计三方认可的文件,工程单价变更要按合同规定调整,主要材料价格的调整和零星补偿及索赔问题要有一定的依据。调概工作是一项政策性强、内容繁杂而极其细致的工作,必须认真学习国家有关政策、法规,熟习合同文件,与监理、业主、设计相互配合才能做好。
