60年代初,蒋介石集团企图利用大陆的经济困难,实施鼓吹多年的大举反攻。美国新上台的肯尼迪政府流露出想要调整对华政策的种种迹象,更使蒋介石坐卧不安,急于以强硬的行动激化台海局势,迫使美国做出非此即彼的选择。肯尼迪政府煞费心机,千方百计地阻挠和拖延蒋介石集团的反攻计划。美台之间发生了一场严重争执,双方角智角力,斗劲斗狠,这一切都在高度保密的高层交涉中进行。
In the early 1960s, the Chiang Kai-shek clique tried to take advantage of the economic difficulties on the mainland and implemented a massive counterattack that preached for many years. The newly emerged Kennedy administration in the United States has shown all sorts of signs of wanting to adjust its policy toward China. It has further conflagrated Chiang Kai-shek and is anxious to intensify the situation in the Taiwan Strait by taking tough steps and forcing the United States to make a non-consensual choice. The Kennedy Administration has done nothing to stop the Chiang Kai-shek clique’s counterattack plan by every possible means. There has been a serious dispute between the United States and Taiwan. Both sides are wary of each other and are fighting bitterly. All this is done in a highly confidential high-level negotiation.
