Human resources are considered a pools of skills for the organization’s sustainable competitive advantage, based on the concept of resources (r es our ce-bas edvi ew). The heterogeneity and non-imitability of organizational resources are two basic assumptions of “resource-based theory”. This theory holds that a company is made up of a large number of unique resources. If these resources are in line with “value added” and “scarcity”, "can not be imitated?
